César A. González, head of the Department of New Technologies, of the Pontifical Bolivarian University, Bucaramanga section, in Colombia, will be the presenter.
He is a Systems Engineer from the National Open and Distance University, Master in History and Specialist in University Teaching. He has been director of New Media of the newspaper Vanguardia Liberal, coordinator of Libraries of the Santo Tomás University and professor of the Pontifical Bolivarian University. He also currently serves as director of the Virtual Education Project of the section.
