According to Fabio Colasanti, Director-General of the EC's Directorate-General for the Information Society and Media, it is important to convince the public that ICTs are necessary to improve the quality of life, and there is a need to improve access to broadband in other areas such as rural areas.
For his part, Mario Cimoli, director of ECLAC's Division of Productive and Business Development, explains that the policies required by Latin America in terms of reducing the digital divide are different from those in Europe, and the diversity of regions and structural differences must be recognized. Regarding this, the Deputy Minister of Mexico Alicia Talavera, said that in her country, as well as in Latin America, the levels of development are different and it is necessary to homogenize them to be up to date with the modern.
These comments are reflected in the global report on Information and Communication Technologies presented by the World Economic Forum, which examined the role that ICTs play in society as an engine of the economy and sustainable growth of 133 nations. In this report, Latin American countries appear from 40th place with Chile, to 131st with Bolivia.
